t0s for Strings 11 - 13

The recommended t0s and alphas are here: (Electrical channels ) and (Optical Channels) . These are the measurements taken from the 97/98 Season. Corrections on the t0s have been made on a couple of modules.

The t0s and alphas for the 98/99 Season are here: (Electrical Channels) and (Optical Channels). The t0s shown agree with the t0s from the 97/98 Season. There are some t0s that don't agree, which are discussed here. Also the 98/99 seasons alphas are significantly smaller than the 97/98 alphas. Go here for further discussion of this.
